PM attends breaking ground ceremony for Busan Eco Delta Smart City

Prime Minister Nguyen Xuan Phuc, Thai Prime Minister Prayut Chan-o-cha, Lao Prime Minister Thongloun Sisoulith, and ASEAN Secretary General Lim Jock Hoi attended a breaking ground ceremony for the Busan Eco Delta Smart City in Busan on November 24, before the start of the 2019 ASEAN-RoK (Republic of Korea) Commemorative Summit.

Covering 2.8 sq km, the Smart City is expected to accommodate 8,500 people and will apply modern technologies from Industry 4.0 towards meeting people’s daily needs, promoting growth and sustainable social management, and responding to challenges from natural disasters and climate change.

The Prime Minister and his entourage arrived in Busan on November 24 to attend the ASEAN- RoK Commemorative Summit and the first Mekong-RoK Summit, and to pay an official visit to the country from November 24 to 28 at the invitation of President Moon Jae-in.

Also in attendance at the ceremony, President Moon emphasized the significance of smart city cooperation between the RoK and ASEAN. “The RoK has experienced traffic congestion, environmental pollution, catastrophes, and disasters accompanying urban sprawl,” he said. “This Smart City is infused with all the methods we’ve applied to address these problems. I believe the Korean-style ‘smart city’ is a model to follow.”

He added that if a common smart city platform is developed within the infrastructure that ASEAN member states are putting in place, intra-regional connectivity will be enhanced and “mutual advancement” expedited.

President Moon vowed to share the RoK’s knowledge and experience in the construction of the Busan Eco Delta Smart City with cities in the ASEAN region and to develop a structure for collaboration between ASEAN members.

“In this regard, the Smart City is imbued with an inclusive ‘Asian spirit’, where neither nature nor any person is excluded,” he said. “If ASEAN and the RoK capture this ‘Asian spirit’ here, we can lead the world in the smart city sector.”

The 1st Mekong-RoK Summit will take place in Busan on November 27. Involving the RoK and Cambodia, Laos, Myanmar, Thailand, and Vietnam, the Summit will be the first between the Mekong region and the RoK and is the result of continued cooperation since the first ministerial meeting in 2011. This represents the ever-expanding cooperation between the Mekong region and the RoK and the latter government’s strong commitment to its New Southern Policy.

This year’s meeting will serve as an opportunity to evaluate ten years of Mekong-RoK relations and discuss ways for future cooperation so that the Miracle on the Han River can lead to the Miracle on the Mekong River. It will also pave the way for mutual growth by enhancing concrete collaboration that meets local needs and strengthening the capacity of Mekong countries. Building on these measures, the RoK hopes to develop Mekong-RoK relations into a people-centered partnership for peace and prosperity.

ASEAN is the most visited overseas destination for South Koreans and is the RoK’s second-largest trade partner and second-largest investment destination. With a population of 650 million, ASEAN is expected to grow at an annual rate of 5 per cent going forward. Its significance as a key partner for the RoK in all spheres is already firmly established and will continue to grow.

Under the shared vision of creating a people-centered community, the RoK and ASEAN will strive to form a mutually flourishing partnership built on the 3Ps set out in the New Southern Policy - people, peace, and prosperity.

“We will do our utmost to turn this Summit into an opportunity to elevate the level of RoK-ASEAN cooperation to new heights and accelerate the implementation of the New Southern Policy,” said Minister of Foreign Affairs Kang Kyung-wha. “On the occasion of the 2019 Commemorative Summit, about 30 special events will be held across the RoK. We hope many of you will join us, and hope these events will bring the people of ASEAN and the RoK together in a meaningful way.”
