The Ministry of Transport has just issued Document No. 7765/BGTVT-CQLXD, speeding up the implementation of the Transport Connection project in the Northern mountainous provinces.

According to the Ministry of Transport, the project received the Australian Government's attention and funding for the Technical Design work and is a project using ADF concessional funds of the Asian Development Bank (ADB) for the project. construction work.

Recently, with the efforts of stakeholders, the project has achieved a number of important milestones in the implementation process. Specifically, has completed the preparation, appraisal and approval of technical design documents for 2 bidding packages No. 8 and No. 9, is preparing bidding documents for construction and installation, expected to start construction in October 2021. .

Currently, the work of completing the technical design, site clearance, environmental and social reports of the project at the request of the sponsor is being implemented by the parties.

However, in general, the implementation of the technical design of the project's bidding packages and the updating of reports at the request of the sponsor is still behind the requirements due to many subjective and objective reasons. .

In order to speed up the implementation of the remaining works of the project, the Ministry of Transport requested to consolidate the project management.

In particular, the Project Management Board 2 reviewed and increased personnel in the organization of project implementation, specifically assigning departments and units of the Board according to different working groups such as site clearance work. , completing technical design documents and making and issuing bidding documents, selecting contractors....

Pay attention to the arrangement of personnel at the scene, closely coordinate with localities in the process of carrying out site clearance work such as counting, compensation for site clearance, etc. to ensure sufficient ground to hand over to The project, in the immediate future, is for 02 priority bidding packages No. 8 and No. 9, meeting the construction schedule in October 2021.

In addition, PMC Consultants increased personnel to handle and control the progress and quality of additional surveys for packages 7 and 11 and complete reports on environment and society. at the request of the sponsor. SMEC consultants strengthen human resources to complete technical design documents, cost estimates, adjust basic design documents (if any) for the remaining bidding packages as a basis for implementing the next steps to ensure progress. degree.

Every week, Project Management Board 2, PMC Consultant, SMEC Consultant, Verification Consultant and related parties review the implementation progress, compare the above detailed progress, and have a plan to compensate for progress. next week if delayed. Project Management Board 2 promptly detects problems affecting the progress and quality of the project; actively study and propose appropriate handling solutions and report monthly to the Ministry on implementation progress.

It is known that the Northern mountainous traffic connection project includes 2 connecting routes. 

Firstly, the  route connecting Lai Chau with Noi Bai - Lao Cai highway is about 147km long. In which, the length of the upgraded route is 132.8 km and the length of the newly built route is more than 14 km. The starting point of the route (Km0+000) is at IC16 intersection of Noi Bai - Lao Cai expressway (Km91+500 QL279), Van Ban district, Lao Cai province. End point (Km146+600) at the hospital junction (Km34+800 National Highway 4D), City. Lai Chau, Lai Chau province.

The route passes through the territory of Van Ban district in Lao Cai province and the districts of Than Uyen, Tan Uyen, Tam Duong, and Ho Chi Minh City. Lai Chau belongs to Lai Chau province. The route connecting Lai Chau with Noi Bai - Lao Cai expressway is designed according to the scale of a grade 3 mountainous road, with a design speed of 60km/h, on the route to build 17 bridges with a total length of 730m.

Secondly, the  route connecting Nghia Lo, Yen Bai with Noi Bai - Lao Cai highway is more than 51 km long. In which, the length of the upgrade and renovation section is 46.8 km, the new construction section is 4.6 km long. The route passes through the territory of Van Yen and Van Chan districts and Nghia Lo town in Yen Bai province. The starting point is at Km0+0.00, IC14 intersection of Noi Bai - Lao Cai highway (Km149+705, Noi Bai - Lao Cai highway) in Van Yen district, Yen Bai province. The end point at Km54+069.24 intersects with National Highway 32 at Km209+500 in the territory of Lien Son town, Van Chan district, Yen Bai province.

The project "Connecting transport in Northern mountainous provinces" funded by the Asian Development Bank (ADB) and the Australian Government with a total investment of nearly 5,340 billion VND passing through 3 provinces of Lai Chau, Lao Cai and Yen Bai.
When completed, the project will ensure connectivity between Lai Chau, Lao Cai and Yen Bai provinces with Noi Bai - Lao Cai highway, shortening the journey from the political and economic centers of Lai Chau and Lao Cai provinces. , Yen Bai and other localities related to Hanoi capital. Thereby, improving the efficiency of the Noi Bai - Lao Cai expressway, reducing freight and passenger transportation costs and enhancing linkages between provinces and economic regions.
