Deputy Prime Minister Le Minh Khai has just signed and promulgated a decision on supplementing regular funding for the implementation of the National Target Program on building new rural areas in 2021.

51 localities are entitled to additional funding for the implementation of the national target program on building new countryside in 2021 of VND 940,475 billion. In which, Thanh Hoa was added the most: 91.3 billion VND, Nghe An was supplemented 60 billion VND, Phu Tho 47.3 billion VND…

According to this decision, 1,000 billion VND from the estimated expenditure of national target programs in the period of 2021 - 2025 and the tasks of the target programs in the period of 2016 - 2020 will be continued to be implemented in the period of 2021 - 2025. to implement the national target program on building new rural areas in 2021 (regular funding) as proposed by the Ministry of Finance in Document No. 8050/BTC-NSNN dated July 21, 2021.

Accordingly, the additional funding for 20 ministries and central agencies is VND 59,525 billion; in which, the Ministry of Agriculture and Rural Development is the most 24 billion, followed by the State Audit with more than 8.4 billion; the rest is for 51 localities.

The Deputy Prime Minister requested ministries, agencies and localities to manage and use the additional funds to ensure compliance with regulations, efficiency, thrift, publicity and transparency. Ministries, including Finance, Agriculture and Rural Development, take full responsibility for the information and data proposed and reported, ensuring compliance with regulations.

After 10 years of implementing the National Target Program on building new rural areas, by the end of 2020, the Program has completed 12.4% more communes meeting the new rural standards than the target. By July 2021, the whole country had 5,157/8,267 communes, equivalent to 62.4% of communes, reaching the new rural standard, exceeding 12.4% of the set target.

The whole country has 194 district-level units, accounting for 29% of 51 provinces and cities, meeting new rural standards. In 12 provinces and cities, 100% of communes have met the new rural standards. In particular, of which 04 provinces, including Nam Dinh, Dong Nai, Hung Yen and Ha Nam, have been recognized as completing the task of building new rural areas.

However, according to the report of the authorities, besides the achieved results, the program still has some limitations and inadequacies. For example, the gap in new rural outcomes is quite large among localities, between regions and regions; Some localities have not paid due attention to environmental criteria, preserving and promoting traditional cultural values, maintaining security and social order in rural areas...

At the last National Assembly session, the 15th National Assembly approved the National Target Program on building new rural areas for the period of 2021 - 2025. Specifically, the total resources mobilized for implementation in the 2021-2025 period is expected to be implemented. about 2.45 million billion VND.

In which, the central budget capital is 39,632 billion VND, accounting for 1.6%. Local budget capital is about 156,700 billion VND, accounting for 6.4%. The integrated capital from the remaining 02 National Target Programs and other programs and projects is about VND 224,000 billion, accounting for 9%. Funds mobilized outside the budget are expected to be more than 2 million billion VND, accounting for more than 83%.
