Party Central Committee commences sixth session

Sixth plenary meeting gets underway in Hanoi on October 4, with key policies up for discussion.

The 12th Central Committee of the Communist Party of Vietnam began its sixth plenary meeting on October 4, during which important policies are to be discussed and punishment for violations by high-ranking officials determined.

Addressing the opening of the week-long session of the 12th Party Central Committee in Hanoi, Party General Secretary Nguyen Phu Trong laid out key areas for reform, ranging from the country’s growth model and State budget to bad debts and population control.

Credit organizations, public investment, State-owned enterprises, and public administration units should be restructured, while growth quality and the business environment are to be improved in order to mobilize and effectively use resources for rapid, sustainable economic, social, and environmental development, the Party Chief said, noting that the most important targets for 2018 should be formulated based on these priorities.

Regarding the need to continue streamlining the political system, the Party Chief noted that the system is bulky and inefficient, with overlapping functions and authority. At the same time, the quality of public servants is poor, and reform of some 58,000 public service agencies, with 2.5 million employees nationwide, is critical.

He also asked that delegates show responsibility in finalizing reports, resolutions, and conclusions from the committee and in making decisions on major issues.

Following a request by the Central Inspection Committee on September 29, members of the Central Party Committee will vote to decide on an appropriate penalty for Nguyen Xuan Anh, Secretary of the Party Committee in the central city of Da Nang.

In mid-September, the Central Inspection Committee announced multiple violations by Anh, including using invalid scholarly degrees and accepting motor cars and houses as gifts from local businesses. As leader, he is also responsible for multiple violations by the standing board of the Da Nang Party Committee during the 2015-20 tenure.
