Forum an annual Deputy Foreign Ministerial Dialogue within the framework of the ASEAN-Japan Dialogue.

Attending the ASEAN-Japan Forum on June 13 in Tokyo, Deputy Minister of Foreign Affairs Nguyen Quoc Dung expressed his appreciation of Japan’s role and contribution to ASEAN and welcomed its commitment to supporting ASEAN’s central role and efforts in building its community, developing the Mekong region, tightening connectivity, narrowing the development gap, and training and developing human resources.

The forum is an annual Deputy Foreign Ministerial Dialogue within the framework of the ASEAN-Japan Dialogue, to review and discuss measures to strengthen the ASEAN-Japan strategic partnership and cooperation.

Leaders from ASEAN countries and Japan recognized the positive achievements in the ASEAN-Japan strategic partnership and cooperation through the implementation of the 2017 Revised Plan of the Vision Statement on ASEAN-Japan Friendship and Cooperation. Japan is ASEAN’s fourth-largest trading partner and the second-largest source of FDI.

Japan affirmed that ASEAN is an important partner of Japan and that it will continue to support ASEAN’s central role in the regional architecture and further cooperate and support ASEAN in building communities, enhancing connectivity, and narrowing the development gap.

Specifically, in the time to come, Japan will strengthen cooperation with ASEAN in the fields of trade, investment and business development, especially medium, small and micro enterprises (MSMEs), transportation, energy, environmental protection and sustainable development, poverty alleviation, and healthcare for the elderly, bolster people-to-people exchanges and youth exchanges through sports cooperation and literacy programs, and address climate change, disaster management and emergency response, terrorism and extremism, and cyber security.

The two sides also agreed to broaden their cooperation in order to take advantage of innovative technology in the context of Industry 4.0, such as creative development, e-commerce, the digital economy and smart cities. Japan appreciates the initiative to establish the ASEAN Smart Cities Network and is willing to co-sponsor the initiative.

On the occasion of the 45th anniversary of ASEAN-Japan relations this year, the two sides will closely coordinate to organize celebrations in November, focus resources on effectively implementing the 2017 Revised Plan of the Vision Statement on ASEAN-Japan Friendship and Cooperation, quickly sign the protocol amending the ASEAN-Japan Comprehensive Economic Partnership Agreement, and actively implement the ten-year strategic plan for ASEAN-Japan Economic Cooperation.

The two sides will also quickly approve the draft ASEAN-Japan Technical Cooperation Agreement to further promote regional integration and continue to promote sub-regional cooperation through practical projects under the “Japan-Mekong Connectivity Initiative”.

Deputy Minister Dung emphasized that the two sides should work closely together to implement decisions from high-ranking leaders and actively implement the Revised Plan of the Vision Statement on ASEAN-Japan Friendship and Cooperation, through practical cooperation projects.

Vietnam will be the coordinator for the next ASEAN-Japan Dialogue Relations, from August 2018 to August 2021. Deputy Minister Dung affirmed that Vietnam will work closely with Japan and other ASEAN countries to bring the ASEAN-Japan strategic partnership to new heights for both sides’ benefit and contribute to peace, security, stability and prosperity in the region and the world.
