Program details efforts to be made by government in improving society, business, and investment.

An action program for the government during the 2016-2021 period has been set under recently-introduced Decree No. 100, which identifies six major missions of focus.

A lean government structure will be identified and officials qualified to meet requirements.

Growth quality is to be improved and labor productivity and economic competitiveness increased.

The material and spiritual lives of people will receive focus, by ensuring social security, improving social welfare, and sustainably reducing poverty.

The government is to effectively utilize the human factor in all aspects of society, building up people through morality, personality, intelligence and work productivity and, more importantly, raising people’s independence and maintaining national unity.

Led by Prime Minister Nguyen Xuan Phuc, the government will resolutely and constantly protect and safeguard Vietnam’s independence and territorial integrity and maintain political security, social order, and social safety.

The efficiency of foreign affairs efforts will be improved. The government will proactively and positively participate in global integration, maintaining peace and stability and creating the necessary conditions for the country’s development.

Finally, information will be fully provided to each and every Vietnamese citizen.

Decree No. 100 clearly details the construction of an organized and lean government structure, working on the principle of building development, transparency, integrity, and actions to put people and enterprises as the objective in creating favorable conditions for investment and business.

Each member of the government will take full responsibility before the Party, the State and the people for their assigned tasks, which will be fully executed within the power regulated under the Constitution and regulatory framework.

The government will also have to step up the realization of three strategic breakthroughs: improvements in socialist-oriented market economy institutions, focusing on creating an equal business environment and conducting administrative reform; human resources development, especially high quality human resources, and the comprehensive renovation of the education sector; and infrastructure development, with a priority given to traffic networks and urban infrastructure.

Planning for economic reform during the 2016-2020 period will be closely attached to the growth model and enhance the country’s competitiveness.

While the number of Deputy Prime Ministers remains unchanged at five in the new government for the 2016-2021 term, three of the five are Politburo members, one more than in the last 2011-2016 term, led by former Prime Minister Nguyen Tan Dung.

There are six Politburo members in the new government: Prime Minister Nguyen Xuan Phuc, Deputy Prime Ministers Truong Hoa Binh, Pham Binh Minh, and Vuong Dinh Hue, Minister of National Defense Ngo Xuan Lich, and Minister of Public Security To Lam.
