JICA provides $224.5mn in ODA for Bien Hoa water project

The Japan International Cooperation Agency (JICA) has signed an agreement with the Vietnamese Government to provide ODA loans of up to $224.5 million for the Bien Hoa City Drainage and Wastewater Treatment Systems Project, Stage 1.

The project’s objective is to increase wastewater treatment coverage in Bien Hoa city, the provincial capital of southern Dong Nai province, by building urban wastewater treatment systems, contributing to improvements in public sanitation and sustainable development in the city and the downstream area.

Dong Nai is undergoing remarkable industrialization, which has included the expansion of more than 200 Japanese companies. However, the sewerage system has failed to keep pace with development, and untreated wastewater from Bien Hoa is discharged into the Dong Nai River, which is a source of water for Ho Chi Minh City.

The water quality in rivers and waterways flowing through Bien Hoa is no better than raw wastewater and the lack of a drainage system means that unsanitary water spills out during flooding, creating public sanitation problems such as bad odors, mosquitos, and flies.

Given the circumstances, construction of drainage and wastewater systems is needed in the city.

The Dong Nai Provincial People’s Committee is the executing agency of the project. Tenders for consultancy services for the project close in September. The project is scheduled to be completed by November 2023.
