The Public Security Investigation Agency at northern Phu Tho province’s Department of Public Security has decided to instigate legal proceedings against and issue an arrest warrant for Nguyen Thanh Hoa, former Director of the Hi-Tech Crime Police Department, on organized gambling charges, the Ministry of Public Security was quoted by the Vietnam News Agency as announcing on March 11.

Hoa, born in 1958 in south-central Binh Dinh province and currently residing in Hanoi, is a former Major General of the People’s Public Security Force and former Director of the Hi-Tech Crime Police Department (C50) under the Ministry of Public Security.

According to the announcement, pursuant to the decision to initiate criminal proceedings on the use of the internet to appropriate property, conduct organized gambling, gambling, illegal trading of receipts, and money laundering in Phu Tho province and other provinces and cities, and based on the results of the investigation, the Public Security Investigation Agency issued Decision No. 09 on the prosecution of and four-month arrest of Hoa, on charges under Clause 2, Article 249 of the Penal Code 1999.

The decision and warrant have been approved by Phu Tho province's People’s Procuracy.

On the same day, State President Tran Dai Quang signed a decision stripping Hoa of the title of People’s Public Security Officer.

The Public Security Investigation Agency is conducting further investigations into the case to clarify the culpability of the parties involved.

The Party Central Committee Secretariat also convened a meeting on March 8, under the chairmanship of Party General Secretary Nguyen Phu Trong, to hear reports on the case.

The Secretariat were of the view that this was a serious, complicated and sensitive case of an especially large scale involving high technology. The case involved numerous sectors, localities, and individuals, including members of the public security force, and has drawn public attention.

They noted that the Police Party Central Committee and leaders of the Ministry of Public Security had proactively instructed their units and the Phu Tho provincial police to begin criminal proceedings and investigations into the case, with initial results to be reported to the Secretariat.

It asked the Police Party Central Committee to cooperate with competent agencies to direct further investigations into the case, clarify the culpabilities of the parties involved, and handle the case in a strict and impartial manner in conformity with the law and the regulations of the Party and the State.
