Ho Chi Minh City Real Estate Association submits four proposal regarding apartment construction in city.

The Ho Chi Minh City Real Estate Association (HoREA) has proposed the Ministry of Construction (MoC) and the Ho Chi Minh City People’s Committee allow the construction of residential areas with apartments from 25 sq m to less than 45 sq m, but not in excess of 25 to 30 per cent of total apartments.

HoREA said that the 2014 Law on Housing authorizes the government, MoC, and People’s Committees of cities and provinces under central authority to decide upon the design criteria for commercial housing and social housing in accordance with the specific needs and conditions of each locality.

In Ho Chi Minh City, demand for social housing and small commercial housing with one to two bedrooms at affordable prices for workers, students and immigrants is quite large and needs to be adequately dealt with to ensure stable lives.

Accordingly, HoREA made four proposals. The first is that MoC issue regulations on the standard design of apartments for commercial housing and social housing.

Secondly, it proposed MoC and the Ho Chi Minh City People’s Committee allow the construction of residential area with apartments from 25 sq m, but they must be consistent with detailed construction planning, construction standards, architecture, regulations and the decisions of authorities. Thirdly, the ratio of apartments from 25 sq m to 45 sq m should not exceed 25 to 30 per cent of the total. Finally, it proposed the People’s Committee allow the construction of residential areas with apartments from 25 sq m to 45 sq in suburban areas.

The People’s Committee previously announced a decision banning the construction of apartments smaller than 25 sq m, saying such small-sized apartments would put pressure on the city’s infrastructure and give rise to “slums in the sky”.

It issued Document No. 5657/UBND-DT stipulating the minimum areas of apartments, with a minimum of 45 sq m for commercial apartments and 25 sq m for social housing apartments.

According to city authorities, the design and construction of apartments must comply with National Standards TCVN 4451:2012, which stipulate that the minimum floor area of a commercial apartment is 45 sq m.

The authorities stressed that the construction of small-sized apartments would speed up urbanization and increase the population, placing more pressure on the city’s already-strained infrastructure.

The city has already seen rapid population growth and urbanization. Small commercial apartments with a floor area of less than 45 sq each would affect urban planning, so the city has suggested apartment projects comply with the above regulations until new national standards are issued.
